Based on my experience most managers and employees sees HR as an informational and fix all department. HR is no longer viewed as an administrative. What are your thoughts?

I agree that now HR has been seen as an informational and fix all department, and not been viewed as an administrative. The first reason is that the role of HR has expanded since its inception, and being in into providing all the relevant information regarding the company's policies and fixing all issues which might arise regarding recruitment and other HR related work. Secondly, most of the companies have set up specialized administration division who looks after administrative and daily operations.
