There may be many reasons which may cause many organizations to not to view training as a cultural development tool such as:

1. Organizations sometimes do not evaluate the benefits of training efficiently and failed to realise its importance and understand its impact on employees. This lack of analysis make them not to see what changes the training program is going to bring, whether it will be useful or not.

2. Sometimes the training process is not fully formalized so people do not take it seriously and their participation in the training sessions is not upto the mark. This results in an in-effective training and companies are not able to experience changes in employees at organization level.

3. Many organizations focus on providing technical skills training only as these are the critical part of work but they do not realise that the behavioral training is as much important as the technical one.

4. So many changes keep happening so fast that the companies are under pressure to train employees as fast as they can. So it prevents them to view trainings as a culture development tool.
