'Protocol' in healthcare refers to the set of instructions allowing a licensed medical professional to start , modify or stop a medical or patient care order.
' Policy ' : A principle of behaviour or conduct thought to be desirable or necessary , especially as formally expressed by a government or other authoritative body .
Standards of care delivery: Standard of care refers to a care given by a prudent and reasonable health professional to a patient with a particular disease condition at a specific time or place and in a given circumstances . It may differ according to the circumstances and patient's condition. Minimum standards of care is laid down by the regulatory bodies of the profession.
Federal Government can adapt and implement the policies , protocols and the standard of care delivery. They can pass new Federal laws regarding the health care. Example : Affordable Care Act 2010. Protocols related to foreign country connections are controlled by the Federal Government. States independently can't change the protocol and policies related to the connection with the foreign countries for the purpose of health care like buying vaccines or medicine etc.
States can take control over an emergency situation, mitigation activities, nuisance control and the implementing health policies etc. State Government can also adapt changes in quarantine measures and can investigate the cause of disease etc.
Federal Government improve the standard of care , by improving the safety and quality of healthcare all around the Unted states. The federal agencies for Health and safety like Center for Disease Control and Prevention ( CDC), Department of human health and services, Center for Medicaid and Medicare services are engaging in research and policy implementation , also regulating the standards. National wise regulatory bodies, like NCSBN ( National Council of State Boards of Nursing) presented the professional standandrds for each profession and regulating the license of health professionals.
Federal Government propose budget for health sector that will be distributed to the state to develop the health infrastructures and to improve the health services for the citizens. Federal Government runs various health programmes and regulate the insurance policies. Medicaid is a Federal- state programme, may vary from state to state. State can reshape the Federal health programmes, but should reflect the priorities that laid down by the Federal Government.
