When determining the function of a circuit (high-pass, low-pass, band-pass and band-reject) how do we use frequency at 0 and finite frequency to determine the circuits function only given the circuit?

I'm given a circuit and want to determine whether it's a high-pass, low-pass, band-pass or band-reject - all passive filters. I know I have to determine whether there is an open, closed, or short circuit at the inductor or capacitor (or both) but don't know how to determine these.

Any help would be appreciated!
