Why do you think the Supreme Court justices often write concurring and/or dissenting opinions in a case?
There is full responsibility for everything in it when they are right of opinion. One might say the same about somebody who concurs
If a Justice agrees with the outcome of the case, but not the rationale of the majority for it, then that Justice may write a concomitant opinion. A separate dissenting opinion can be written by any Justice. If there is a tie vote the lower court's ruling is upheld. This can happen if, for some reason, none of the nine judges are not involved in a case ( e.g., a seat is vacant, or a Justice has had to recuse).
