1) no tarrif should not be used to protect domestic jobs however it increase prices for consumers as tariff raise prices for import goods but also producer of those goods increase prices to get profit and consumer have to pay higher prices for both the goods imports and also for domestic goods.tarrif hurt both the countries domestic as well as foreign for foreign country cost of production and sales price rise and this also can leads to fewer exports and fewer sales.

2) tariff should be imposed on goods which are highly produced domestically also when foreign company charge lower price then market price.or when domestic industry having losses because of foreign industry otherwise it also negatively affect domestic country.
