No. It is not possible to allow all employees in an organisation to work at home. There are some jobs which cannot be done remotely.
Work at home is possible for jobs or tasks that require reading, writing, sending emails, research, working with data and talking on the phone. A job is suited to remote working if the job can be done off-site without disruption to the flow of work and communication. Example for such jobs are Data entry, graphic designing, software developer, accounting, website tester etc.
The jobs which require in-person contact/customer service also are possible for remote work. Managerial or supervisory roles cannot be considered for remote working unless there are arrangement meet the job responsibilities. But these jobs can be modified, so that employees can work remotely. Example for such jobs are construction workers, machine operators etc
