1. When we think about it, Covid19 issue is a state or a local issue because it is easier to control it from within a smaller geographic area. This makes contact tracing, provding healthcare facilities, containment, etc more convinient. Suppose, a person with travel history returns back to his/her state and tests positive, then the local government can immediately seal off the borders with other states and countries to prevent it from spreading elsewhere. If it is contained in smaller parts, it will become easier to control the spread of the disease.
