True. Stable government is that government which provides essential services and serves as a responsible steward of state resources.

USA has a presidential model of democracy in which higher powers reside with President whereas senate can have control over policies of president. USA president  is democratically elected and completes a tenure of four years. President is eligible for reelection.

There is a bureaucracy which implements the decisions taken by decision makers and makes people living better. Executive and Legislature are  accountable to the people of USA.

Above all, USA meets all the necessary conditions for stable governance.
