A rational choice is the best choice made by the individual among the given options which can give him maximum satisfaction or greatest benefit. It doesn't mean that the choice was really rational it just means given the situation the person believed that the choice he is making is the best option available with him and that particular choice will give him maximum benefit or satisfaction.
The choice made by the person can be manipulated and it's not always really beneficial. Here, if a person assaulted another individual in front of a police officer is a rational decision for that individual. Maybe the satisfaction he got from assaulting the person is far more than any other choices he had.
The critique of rational choice thinks that person is not always rational and make a decision first and then explore why they do so and that is why we have behavioral economics.
