Sometimes lack of motivation might be the main reason and here, according to the studies, especially considering the BF Skinner operant conditioning, it is important to understand that reward for a task can actually be motivating for the person to do the particular job and here, according to the expectations of the employee, it's important to understand the rewards required and then motivate the employee to perform that particular task
