Wealthy people / nation oppress poor people / nation because poor people / nation have less resources and do not have enough courage to raise their voice against wealthy nation / people.

Assume a case when a rich person own a big factory around a small village and there is only one river flowing through the village which is the only source of water for factory owner and residents of village. Factory owner use the water from river and pollutes it by dumping extract of factory and use more property rights of water than village residents. It cause negative externality to environment because factory owner have some big connections and send regular bribe to political goons whch become the reason that there is no action against factory inspite of having regular complaints by residents of village.
