Explain why "resources alone cannot guarantee development."

Even if a country is full of resources it cannot guarantee development unless those resources are effectively and efficiently used. There are various factors that work together to achieve development in a country. With resources a country should have efficient plans for using those resources optimally otherwise resources will get wasted and production will be lesser than what it should be. Along with a proper plan there must be skilled labors , new and emerging technologies to support and complement the country's resources.

All these factors together can work in a way to achieve development in a country. Thus resources alone cannot guarantee development.
