Reinforcement Ratio is the ratio for the area of steel in section to te effective area of the section.

If the Area of steel increases, the effective area of the section for the concrete in the structure decreases. It means the section becomes a over reinforced section and if at all the structure fails it is gradual.

For example in a column, The Maximum steel reinforcement is restricted to 4% of the gross area because it would cause problem for the compaction of concrete where the needle vibrators would not enter into some typical places of the column and which makes the structural member weak.
