The hydrogen connected to singely bonded oxygen is responsible for acidic character of Pthalic acid.

At lower pH, both hydrogens are connected to oxygen.As we increase the pH of system, thepthalic acid starts releasing H+ and ultimately leaves both of its replishble hydrogens.

Thus at pH=3.9

So,the net charge is zero.
