No vitamin D3 deficiency doesn't lead to decrease in PTH and decrease in blood calcium levels.
Instead it leads to secondary hyerparathyroidism and increased bone loss, it leads to osteomalacia, osteopenia and osteoporosis.
D3 deficiency leads to more absorption of calcium from bone and this calcium is deposited in blood thereby increasing blood calcium levels.
Due to increased blood calcium levels ,there is hyperparathyroidism which increases PTH harmone.
Active vitamin D depress parathyroid harmoneharmone and it is used in treatment of secondary hyerparathyroidism.
Hence vit d3 doesn't cause decrease in PTH secreation, and decreased blood calcium levels.
Instead there is increased PTH harmone and increased blood calcium levels.
