Resctrion enzymes cleaves the DNA at specific sites which are called resctrion sites. The sequence in these sites are specific to resctrion enzymes and changes in these recognistion sequences may lead to failure of the action of these enzymes.
The restriction enzymes recognizes the sequences if those are in polindromic nature only, but here after ligation, the polindrome is missed, so, the original restriction enzymes fails to identify recognition sequnces, hence the after ligation, cleavage of this hybrid would not be possible with either of the original restriction enzymes
