Once you have a scientific question you are interested in, you can read up to find out what is already available about that the topic. Then you use that information to form a reasonable ans. to your scientific question or problem. Some people call it as an educated guess. Keep in mind, though, that the hypothesis also has to be testable since the next step is to do an test to make sure whether or not the hypothesis is correct.
