According to the law it means that having a close look on something which is being worked upon.

Administrability as it applies to our federal income tax system is that our tax system is so managed and automated. It is administered closely so that tax collections can be increased.

Recent example why our the tax system is more administrable than it was 20 years ago is that today our income tax system have become computer based and using a computer based system increases administrability.
