Yes, it is fair to compare two groups of individuals but we should have a proper method to do that and we must be able to prove the differences or similarities between those groups because if we cannot provide any reliable measure to prove the significant difference or similarity between the two groups then making others believe in your result about the difference or similarity between those groups will not be possible.
