Forecast is negative, it means that we forecast something and forecast not happening then its value is negative. Negative forecast means under forecast. If forecast is less than the actual value, then it is negative.

Example: A sitiation can happen when we had planned for sale but stock out happened because of insufficient supply. It can happen due to various other factor as well like some other product was launched which cannibalized the sale of the current product.
