a) We can calculate the estimated proportion () as n/N and by using that proportion value we can find the percent of people are willing to spend more tax dollars protecting the Florida beaches from enviornmental disasters.

We can set hypothesis on the people of florida willing to spend more, considered as H₀ and people of florida not willing to spend at all which is considered as H₁. And we can test this by using z-test for proportion.

Here, the variable would be the proportions(p)= n/N

b) We should select the individuals randomly as i.i.d(data should be identical and independent) would be the best way of selection.

Here, the entire population of florida will be covered.
