Operation Gatekeeper was a step to put a check on illegal
immigration to the United States at the United States–Mexico border
near San Diego, California. It was implemented by the United States
Border Patrol. According to the Immigration and Naturalization
Service (INS), the goal of Gatekeeper was "to restore integrity and
safety to the nation's busiest border." The decision to implement
Operation Gatekeeper was taken during the Presidency of Bill
Clinton. It was announced in Los Angeles on September 17, 1994, by
U.S. Attorney General Janet Reno but was launched two weeks later
on October 1, 1994.
There are two views about the merits of Operation Gatekeeper. The
Department of Justice, the INS, and the Border Patrol maintained
that Operation Gatekeeper was a success while some members of the
Congress and others contended that the program was a failure.
