How should a nation teach difficult issues in their history? At what age should these difficult issues be taught?

In any country winners write the history and those who lose will always have a shameful or unreal history. It becomes very difficult for a country like America to teach it's children how arrogant, uncivilised, shameful and inhuman their forefathers were in treating the native Americans, African American etc. Teaching this is normally very difficult and when they do teach, they only teach it as a heroic act of sailing, capturing and torturing their enemies by degrading whoever they attacked.
But in order to make sure that the society progresses without any racial, class or even color differences, the nation should give them the real history and not a changed one in order to bring harmony among the people. Teaching difficult issues need to be very carefully delivered as time has changed and everyone live together like a family. It could be taught from 10 years onwards in order for the kids to understand it well because by the time they will be in a position to understand thing well.
