Institutional discrimination is a practice where inequality, discrimination and injustice is practiced through the laws of the governments or organisations and most of the time it’s intentional but it may be also unintentional.
One classic example come from Plessy vs. Ferguson case where the U.S. Supreme Court ordered that blacks and white should have separate schools but there shouldn’t be any inequality in the facilities provided thus upholding racial discrimination.
