People are thinking rationally when they commit crimes, if they do it intensionally. Sometimes crime are done in aggression or sometime it is done by mistake, that is different situation.

Uses of drug is never be rational. Because it is harmful for the people's health as well as it also affects on the mental health. Because drugs is also encourage the crime. Drug is affect the mind like they forget to the different between wrong and right.

Capital punishment is not always and not useful for everyone. Because sometimes, some people are stop them self for doing crime because of the fear of crime but some are mentally ill, thy do the crime as like they are doing something normal or ethical.
