Bernoulli's equation is basically conservation of energy. So the sum of kinetic energy, potential energy and Pressure energy is always constant. While sending the water up the potential energy is increasing. So if the pressure is maintained constant, when the water comes out it with greater velocity.Also when velolcity increases in a flow it generally accompinies a decrease in pressure of fluid.When the area of cross-section decreases the pressure decreases and velocity increases.So to spray water higher or with greater velocity we decrease the diameter of the nozzle.
