A parallel circuit has two or more paths for current to flow through. Voltage is the same across each component of the parallel circuit. The sum of the currents through each path is equal to the total current that flows from the source.
If one bulb goes out, no current flows in the circuit as the blown out bulb act as an infinite resistance. ( Two wires separated by air in between them ) so other bulb stop emitting light as well. If one bulb goes out, the other bulb are unaffected as current still flows through the other bulbs.
