Some of the most important regulations made in Washington, D.C. are not made in Congress through statutory laws, but rather are made by regulatory agencies through the rulemaking process. What is rulemaking? Who does it? How does it work? How important is it? Why is it used rather than statutory law?
Rulemaking is the process in which many laws are made where a law is introduced which is undertaken and analysed by agencies and then it is decided whether to bring the law or not. Rulemaking is being followed by many countries as it provides more insight into the law being made. Private agencies or executives carry out this process of rulemaking. They research on the subject and come up with all the consequences of the law and hence the government decided what to do with it, This process is very important to bring efficient laws as this gives total analysis and impacts of the law and the negative effects it might have. This is better than statutory laws which is more a theory than practical . Statutory laws does not take reality into consideraton which is why they are not preferred over rulemaking.
