As a Chen I would suggest Mueller to study the business cultures and rules in that specific region and create a different business code of conduct. Also consider the legal consequences while gift giving which will eliminate any chance of legal complications.

Well the consequences completely depend upon the region in which you are doing business, like for example in western business environment bribing or gift giving is strictly prohibited, while in some Asian countries holding dinner parties or gift giving to government officials are common business practice.
