Yes, we can say that toxic leaders are the same as unethical leaders in some sense. We can consider the example of Steve Jobs to state my position in this answer. He was a brilliant leader and a charismatic personality overall, but, we can say that his vision was both his greatest strengths and his most toxic trait. His vision was why the company is known for where it stands today. But, at the time, his words were dissatisfied with his behaviour, his leadership skills and his general attitude towards them which he constituted to be for achieving his vision but could be considered unethical for how it made the employees work. This is why it can be said that toxic leaders can also become unethical in the pursuit of their goals and therefore, leaders need to be able to differentiate between their behaviours as good or bad.
