I prefer per capita for each year

I prefer per capita over total expenditure of the national because per capita income clearly define the amount of Expenditure for each person and it can be calculated easily how many growth of Expenditure has in Healthcare .

In same point if you are considering expenditure of all nation it depends on many factors first factory is population and the population is increasing day by day so the calculation will be difficult for example in India the expenditure for health care will be the high but when considering for its person per capita it will be very law and may not be effective for the treatment and diagnosis in that case we cannot exactly find out how many percentage of growth in cost of the Healthcare expenditure with that raised I prefer per capita expenditure so we can really identify how many percentage of cost growth has developed in Healthcare
