The enjoyment of the highest attainable standard of health is one of the fundamental right of every individual without distinction of race, religion, belief, economy and social condition.

The right of health means every human being should have access to the health when they need, where they need, affordable cost.

Public health services is one which that everyone one, rural as well as urban people can access easily. Thus good services has to provided from the primary level.
