For discussion: If an employee falls short of meeting his or her goals, what factors should a manager consider before engaging in disciplinary action?

A manager should consider emotional, personal,financial aspects of the employee if something has been troubling him due to which he was not able to work whole heartedly and fulfill all the goals. Then he would need some psychological/motivational session.
Also, a manager should look at his willingness that is if willingness to deliver is high but he fell short of goals because of his ability/capability then he might need some training or learning development.
The manager should evaluate willingness. If willingness itself is low, then one should ask is it because of team dynamics or dissatisfaction w.r.t. job, the manager might think of disciplinary action.
