The document is popularly known as ' China's five year plan' which is actually a blueprint of what China is going to accomish in various sectors in the upcoming five years and also it takes into consideration of the effectiveness of the policies in the previous 5 years. This sort of plan is in action since the year 1953 and the investors keep a close eye on it to understand the government goals and mold their business accordingly. It becomes public during the People's Party Congress usually taken at a national level on the whole.
