1. What is the justification in Globalisation using up the finite resources infinitely and emission of Carbon-dioxide?

For instance, in December 2001, China joined the World Trade Organisation. Its coal consumption started to rise quickly in 2002. Indeed, global coal consumption is also growing enormously. If the world is burning its coal faster and does not cut other use of fossil fuels, emission increases of carbon dioxide.

2. How does the regulators in one country to foresee the worldwide implications of their actions?

Actions that seem to reduce emissions for each country might indirectly encourage world trade, boost coal-production production and, above all, increase emissions.
