There should not be a minimum tax rate for those taxapyers which are earning very low. They must be exempted from the tax. There should be a ceiling as to people earling more than this amount have to pay this much amount of tax at a certain rate.
The tax rate should be on aggresive basis. For example: income levels under $50,000 should pay 2% tax rate. 50,000-$150,000 should pay 3% and so on.
Different income levels should have different tax rates because this will lead to equality in income as tax payers earning more have to pay more and taxpayers earning less have to pay less.
This will also increase revenue for the government and every individual taxpayer will also feel sense of contribution that he is making for the development of the country.
