Extra state conflict is nothing but conflict between a state or the member of the United Nations recognised and the government which is not in the form of recognise state on the whole. For example when you consider the the conflict between United States and ISIS where United States is a a recognised member of the United Nations where ISIS is an entity that is not recognised of formal in nature and this is considered as an extra state conflicts and this can happen outside the boundaries of the country as well.
