A credible commitment is a problem where people cannot acheive their goals because of their inablity to make promises or credible threats.

In this type of problems there should be a fear that any thing which they do against any organisation or person they will have to face more consequences and thus such beiliefs will make this problem solved.

Ex: Criminals dont confess their boss names becuase they fear that if they confess they are going to cornered along with their families this type of threats will obviously have impact .
