As a strict constitutionalist Jefferson believed that the very wording of the Constitution must be followed exactly, and yet he ignored it when it came to the purchase of Louisiana. Do you believe it is acceptable for the government to enact measures beyond the Constitution or must they govern within the confines of the Constitution?

When a constitution was being drafted and developed, then the people involved considered different conditions of the present time and foreseeable future. Accordingly, they enacted provisions to resolve the complex conditions, a country and its federal structure could face. But, the constitution may not consider everything with time. In this scenario, it is the government that can enact measures, or make amendments in constitutional provisions via congress and or make specific interpretation of the constitution to take important decisions. It will help government to do what is most important and beneficial for the country and give new strengths to the constitution.
Though, it should be taken care of that no any provision should be made by the government that will destroy the fundamental principle of the constitution or it aims to coerce the other stakeholders and overpower them by seizing their fundamental rights. If it is done, then it will be against the constitution and must be avoided.
