There are laws for punishing the criminals with maintenance of database containing the identification of name of criminal, marks and face with fingerprinting record on the server. It contains the date of birth, place of birth and address of the criminal in the record file. This database contains information for various types of crime like theft, burglary, murder, deceiving, forgery, and sexual offenses. There are Megan laws in USA which were approved in 1996 by the government of USA for preventing crime from spreading in major regions of USA. There are various laws, with monitoring and vigilance of the crime reported in various parts of the world. Public act-98-111 was passed in Connecticut which makes it necessary for the government police officials to make a record and registry of the entire details of criminals.It is included in the connecticut general statement 54-241(a), 54-252-54-253. The crime branch is required to prepare a register if the crime is considered punishable under the laws and rules of government, is committed with proof at the scene of crime, is considered offensive along with the determination of the age of criminal and victim and is a punishable act according to the government rules and regulations. There is a separate registry for drug dealers and offenders apart from sexual offenders and child sexual assault offenders.

Ethical impact on the community is positive as it prevents the incidences of crime in the city. It punishes criminals so that such acts are not committed in the society. There is a mark of oppression after registration of these criminals in community which decreases their chance of getting reunited with their families in the society. Their families disown them and do not meet them and they live a life filled with depression, anxiety, stress, trauma and social isolation with loss of mental balance. It is a social stigma and can be compared to scarlet letters.According to the labeling theory, there will be less chance that these criminals will commit punishable acts in society as they are labeled as criminals and live a life of seclusion and social isolation. They are banished by society and it becomes difficult for them to reunite with their families after the crime punishment is over. It leads to loss of mental stability with degradation of their attitude in life. All the crimes should be registered in the form of records including juvenile crimes and child sexual offenses.
