bulkier alcohol, alkoxide ion, phenol are in organic layer,

since NaOH is strong base it will deprotonate phenol to form sodium phenoxide, carboxylic acid to sodium carboxylate and ion these will be aqueous layer.

Answer: phenoxide ion and carboxylate ion.

Note: You have not mentioned whether alcohol is higher molecular weight or not, if alcohol is methanol or ethanol or isopropanol it will goes to aqueous layer otherwise it will be in organic layer only.
