carboxylic acid can readily form hydrogen bond with water . lesser number of carbons carboxylic acids greatly dissolve in water and when carbon number increases solubility of carboxylic acids will decreases due to steric hindrance of bulkier alkyl group . so in all times carboxylic acid readily soluble in water

phenols only small extent will dissolve in water even -OH in phenol can form hydrogen bond with water due to bulkier phenyl ring will hinder to hydrogen bond so we can neglect solubility of phenol in water compared to alcohol .

aqueous layer ---------> carboxylic acid

organic layer -----------> phenol
