P4 is perfectly covalent crystal it cannot form cation . it is called molecular crystal

S8 it is also molecular crystal so cannot form cation

KBr can split up into ions as K+ and Br- . each K+ ion surrounded by Br- and each Br- surrounded by K+ ions. so cation doesnot surrounded by mobile electrons .

H2O is also molecular crystal . so it cannot have mobile electrons .

here Ti is perfectly metal . it can loose electrons easily forms cation .

Ti ----------------------> Ti+     + e-

the Ti+ ion is dipped in number of mobile electrons . so it is best conductor
