If we see the electonegativity of Nitrogen and Chlorine, they are almost same. If electronegativities are same for two given atoms, then the shared electrons between them will be equally shared without distortion. As a result the bond obtained will non polar in nature. The N-Cl is non polar in nature due to same electronagativity of Nitrogen and Chlorine.

The remaining two molecules (Cl2O, PCl3) have polar bonds due difference in the electonegativity.

Electonegativity: the tendency to pull electrons towards itself.
