Balanced equation:

Ba(OH)2 (aq) + 2HClO (aq)   ---------------> Ba(ClO)2 (aq) + 2 H2O (l)

Complete ionic equation:

Ba2+(aq) + 2OH- (aq) + 2H+ (aq) + 2ClO- (aq)   ---------------> Ba2+ (aq) + 2ClO- (aq) + 2 H2O (l)

Net ionic equation:

Cancel the spectator ions Ba2+(aq) , ClO- (aq) on both sides of the equation.

Then,

2OH- (aq) + 2H+ (aq) --------------> 2 H2O (l)

Therefore,

Net ionic equation is  

2OH- (aq) + 2H+ (aq) --------------> 2 H2O (l)
