To conpare the pH values of the given solutions we must first know from which acid or base they are formed. So,

KIO2 +H2O HIO2 + KOH

KClO4 +H2O HClO4 + KOH

NaClO4 H2O HClO2 + NaOH

LiIO4 + H2O HIO4 + LiOH

KCl + H2O HCl + KOH

Acids listed above are all very strong acids, and the bases listed are also all strong. So we can assume that the strong acids will neutralise the strong bases to a very significant extents. But NaOH is strongest among all bases listed above so we can say that even after neutralization solution will remain comparatively basic hence will have highest pH value among all.

Therefore 1 M NaClO2 has the highest pH.
