Nitrogen has the highest electronegativity among given elements.

N, P, As belong to nitrogen family. In group from top to bottom electronegativity decreases. Hence nitrogen has the highest electronegativity than P and As.

Si and Ge belong to carbon family which has approximately equal electronegativity values and less than P and As.In the period from left to right electronegativity increases. Hence Nitrogen has the highest electronegativity than the other elements given above.
