Penetrance in genetics means that any trait with it's genotypes show the phenotype which is associated with the genotype. It means that dominant alleles show the dominant phenotype while recessive will show the recessive.

But penetrance may be complete or incomplete. In incomplete penetrance, a trait may show the associated phenotype or not. It depends on the percentage of the penetrance.

So, suppose if the penetrance is 70 percent, then 70 percent offspring will develop the phenotype. Other 30 percent may not develop the phenotype associated with the genotype. Here the phenotype is the hairlessness.
