1) Stimulus generated due to several reasons(knee jerk/touch sensation .etc) are carried out by the nervous system in our body with the help of nerves,transmitting instantaneous action over affected part via generating potentials.Neurons play a vital role in nervous system .Afferent or sensory neurons collect stimuli/command through receptors throught the body. In the case of flow of stimuli from brain to foot the command from brain passes throught its body continuation ,spinal cord and reaches neurons in limbs and makes its way to foot with help of efferent neurons instantaneously.

2)For an each ion,the equilibrium potential is the membrane potential where the netflow through any open channel is 0 (zero).In other words,at equilibrium the chemical and electrical forces are in balance,such as in the situation prevails during a resting potential of a neuron.
